[Opensearch-discuss] [Geowanking] OGC FilterCapabilities document to describe an OpenSearch Geo service

I haven't heard of anyone doing this. But consider also that it's not  
really a 'geo' question but a more general question on possibly adding  
Boolean operators to the OpenSearch description.

It would be similar to saying 'in New York but NOT pizza'
